San Diego's fire-resistant building rules: what homeowners need to have inspected

Here's the timeline you need to know: if your San Diego property sits in a Very High Fire Hazard Severity Zone, you have until February 28, 2027 to meet Zone Zero compliance for existing structures. New construction has been required to comply since February 28, 2026. And roughly two-thirds of all property in the City of San Diego falls within these mapped zones.


That's not a typo. Two-thirds. This isn't a rule for remote hillside properties in Ramona. Neighborhoods like North Park, South Park, University Heights, Scripps Ranch, and Tierrasanta are included. If you assumed this was a rural-only issue, check your address on the CAL FIRE VHFHSZ map before you read any further.


The rules focus on the 5-foot ember-resistant perimeter around your home (Zone Zero) and extend outward through Zones 1 and 2 for vegetation management. But the inspection isn't just about pulling up mulch. It covers structural features, venting, roofing materials, fencing, decking, and the building envelope components that determine whether your home resists an ember attack or invites one.


Let's walk through exactly what needs to be checked.


Zone Zero: the 5-foot perimeter that matters most


Embers, not flames, destroy most homes during wildfires. Research from major California fire events consistently shows that wind-driven embers travel miles ahead of the fire front and ignite whatever combustible material they land on. Zone Zero targets the material closest to your structure because that's where ignition has the most devastating consequences.


Here's what needs to be cleared or replaced within 5 feet of every exterior wall, deck, stairway, and attached structure:


Ground cover. Wood mulch, bark chips, rubber mulch, and dry organic material need to go. Replace with gravel, decomposed granite, pavers, concrete, stone, or bare mineral soil. This is the single most common compliance issue we see during inspections.


Period. That's it. No negotiating with the ember on this one.


Stored items. Firewood stacks, lumber, cardboard boxes, plastic trash bins, wooden storage containers, and any combustible materials stored against exterior walls need to be relocated at least 30 feet from the structure. Your recycling bin leaning against the garage wall? That's a compliance issue.


Fencing. Wooden fencing that attaches directly to the structure creates a fuel path from the fence line to your home. The first 5 feet of fencing from the structure should be noncombustible (metal, masonry) or there should be a noncombustible barrier at the connection point.


Decks and patios. Combustible decking material within the zone, debris accumulated under decks, and combustible items stored on or under decks all need attention. The underside of a deck is one of the most dangerous ember traps on a property because debris collects there out of sight.


Plants and vegetation. Dead or dying plants within 5 feet must be removed. Trees are allowed within Zone Zero as long as they're properly maintained and regularly pruned (no dead branches, no contact with the structure, adequate clearance from the roofline). But dry ornamental grasses, dead shrubs, and accumulated leaf litter are not acceptable.


The structural inspection: what's on the building itself


Zone Zero isn't just about what's on the ground. The building itself has features that either resist ember intrusion or welcome it. This is where the home inspection gets specific.


Vents: the openings that let embers in


Standard attic vents, crawl-space vents, soffit vents, and ridge vents allow airflow through the building. During a wildfire, they also allow embers into the structure's most vulnerable spaces.


The current recommendation is 1/8-inch noncombustible metal mesh over all exterior vents. Standard 1/4-inch screening doesn't stop embers. Plastic or fiberglass screening melts on contact. Purpose-built ember-resistant vents are available and provide the best combination of airflow and ember protection.


During the inspection, we check every exterior vent for mesh size, material, and condition. A single compromised vent can allow embers into the attic space, where they can ignite insulation, stored items, or the roof structure from the inside.


Roof: your home's largest exposed surface


The roof is where embers land first. Roofing material, condition, and details determine whether those embers ignite or burn out.


Class A fire-rated roofing materials (concrete tile, clay tile, asphalt composition with Class A rating, metal) provide the best protection. Wood shingles and shakes are the most vulnerable.


Home Inspection

But material alone isn't the whole story. Gutters filled with dry debris become ignition channels. Gaps where the roof meets the wall collect windblown material. Corroded flashing creates openings. And deteriorated roofing material (cracked tiles, curled shingles, worn membrane on flat roofs) creates pathways for embers to reach the roof deck.


We evaluate the roofing material type, condition, gutter status, and the vulnerable junction points where embers concentrate.


Eaves and soffits


Open eaves (where rafter tails are exposed under the roof overhang) are one of the most dangerous ignition points on a home. Embers collect in the sheltered space under the overhang, and the exposed wood framing provides fuel. Heat rising along the exterior wall concentrates under the eave, raising temperatures.


Enclosed soffits with noncombustible or fire-resistant material significantly reduce this vulnerability. We check whether eaves are open or enclosed, what the soffit material is, and whether there are gaps or deterioration.


Windows and doors


Windows exposed to radiant heat can crack and fail, creating openings for embers and flame. Single-pane windows are the most vulnerable. Dual-pane tempered glass provides significantly more resistance.


We check window type, frame material, seal condition, and weatherstripping. Metal screens on windows provide more protection than fiberglass screens.


Chimney spark arrestor


If your home has a fireplace with a chimney, it needs an approved spark-arrestor screen. Without one, the chimney itself becomes an ember source that can ignite roof debris, vegetation, and neighboring structures.


Windows and doors

Practical scheduling: what to do and when


Here's a realistic timeline for getting compliant before February 2027:


September to October 2026 (now). Handle the easy stuff: replace mulch with gravel in Zone Zero, move combustible storage away from the structure, clean gutters, clear debris from under decks. This is also the right time to schedule an inspection to identify what structural improvements are needed.


November to December 2026. Get quotes for structural work (enclosing eaves, replacing fencing, installing ember-resistant vents). Schedule contractors for January or February. Fall is when contractors' schedules start to open up after the busy summer season.


January to February 2027. Complete structural improvements. Document everything with photos and receipts. Update your insurance provider with compliance documentation.


March 2027 and beyond. Maintain Zone Zero seasonally. Repeat vegetation management in Zones 1 and 2. Keep documentation current for insurance renewals.


If you start now, the February 2027 target is achievable for most properties. If you wait until January 2027 to begin, contractor availability and weather may make it tight.

Zones 1 and 2: the vegetation management beyond the perimeter


Zone Zero gets the most attention, but the surrounding zones matter too.


Zone 1 (5 to 30 feet). This is the lean, clean, green zone. Dead vegetation, dry grass, and accumulated debris should be removed. Trees should be pruned so the lowest branches are at least 6 feet from the ground. Plants should be well-spaced, well-maintained, and not creating continuous fuel from the ground to the canopy.


Zone 2 (30 to 100 feet or to the property line). Vegetation should be managed to reduce continuous fuel loads. Spacing between shrubs and trees should prevent fire from spreading easily from plant to plant. Dead material should be removed.


For many San Diego properties, the lot size means Zone 2 extends to the property line rather than to the full 100 feet. That doesn't reduce the requirement. It means the entire lot beyond Zone 1 should be managed for fuel reduction.

And nonrenewals in Very High Fire Hazard Severity Zones have been increasing across San Diego County, driven partly by carriers who can't get comfortable with the risk profile of noncompliant properties.


A documented inspection showing Zone Zero compliance and home hardening measures gives you something concrete to present to your carrier. It won't guarantee coverage, but it puts you in a stronger position than having no documentation at all.

Clean gutters and remove accumulated organic material. Move trash and recycling bins away from exterior walls. Clear debris from under decks and stairs. Check that vent screens are intact (replace any damaged screening).
